TRSA would like to advise on behalf of the Port Lincoln Racing Club as a result of two of the four scheduled 2-year-old races being deleted due to a lack of nominations, the 2017/18 Port Lincoln Racing Club 2 YO Series will not be conducted this race season. Whilst this is unfortunate, opportunities will still exist for 2 year olds to race at the scheduled race meetings on Wednesday 24th January 2018 and Sunday 18th February 2018 should nomination be sufficient.

Australian Rule of Racing – AR.6 states –
“AR.6. (1) These Rules apply to all races held under the management or control of a Principal Racing Authority, and shall, together with such Rules (not being repugnant to or inconsistent with these Rules) as may from time to time be made by the Principal Racing Authority in its territory, be read and construed as the rules of the Principal Racing Authority in such territory and, subject to the
provisions of A.R. 35, shall apply to all races held under the management of a Principal Racing Authority or any registered Club and to all meetings registered by a Principal Racing Authority.
(2) Unless the Principal Racing Authority otherwise determines, if any race or race meeting is not held under these Rules -[amended 1.10.06]
(a) any horse taking part shall ipso facto be disqualified
(b) any person taking part therein shall be ineligible to enter a horse for any race, or to hold or continue to hold any licence or registration under these Rules
(c) any person who acts in connection therewith as promoter, organiser, president, chairman, secretary, treasurer, committee member, or in any advisory or official capacity, shall be debarred from acting in any official capacity at any race meeting, and any horse in which he has an interest shall be ineligible to race at any registered meeting.
(3) Paragraphs (b) and (c) of subrule (2) shall not apply to any race or race meeting in which thoroughbreds do not take part and which is or are held under the management or regulation of an organisation formally recognised by the Government of the State or Territory in which the race meeting is conducted. [amended 1.10.06]
(4) Any question not provided for by these Rules shall be determined by the Principal Racing Authority concerned. [replaced 1.7.05]”.
TRSA provides notice of the following Determination providing an exemption under AR.6, effective 25 September 2017;
Exemption – AR.6
“For the purposes of AR.6(2) a horse, in which a person acting in any of the ways set forth in AR.6(2)(c)(“Actions”) has an interest, is not rendered ineligible by reason of that person so acting.
For the avoidance of doubt:
1. this Determination does not derogate from any other consequence set forth in AR.6(2)(b) and (c); and
2. the term “..any person taking part therein..” in AR.6(2)(b) is to be interpreted as excluding only the Actions but not otherwise as affecting the meaning and intent of AR.6(2)(b).”
Trainers and racing participants should take note of the “Notices” provided by Racing New South Wales (RNSW) and Racing Victoria (RV) on Tuesday, 19 September and Monday, 18 September respectively.
The notice by RNSW related to the use of some commercially available feeds that have been found to contain levels of Cobalt above that specified on the labels. In particular, they referred to feed samples taken from Barastoc Phar Lap Oats‐Free Muesli Concentrated Feed manufactured on 23/3/17 and 22/5/17, and also to the use by some trainers of custom‐made feeds, feed additives, and/or supplements, and the possibility that some manufacturers are not listing all active constituents; and/or the concentration of all active constituents on the labels, packaging or elsewhere of their custom‐made products. The notice by RV made reference to custom‐made feeds in terms identical to that referred to by RNSW.
Both RNSW and RV also reminded trainers “of their obligations to know what they are feeding, and/or administering to, their horses, including the concentrations of active constituents of any products used by them”.
In addition, both RNSW and RV also provided the following “In the event that trainers are not aware of the active constituents of their horses’ feeds, feed additives and/or supplements (and the concentrations of such constituents), they should:
- exercise caution in feeding such products to their horses; and
- take immediate steps to ascertain the active constituents of their horses’ feeds, feed additives and/or supplements (and the concentrations of such constituents)”.
Thoroughbred Racing SA Limited urges trainers to exercise caution in the selection of their feeds/products used in their stables and to make the necessary enquiries of manufacturers and/or suppliers in respect of the composition of the feeds/products they supply.

The South Australian Jockey Club meetings scheduled for Saturday 6th and the 13th January 2018 have been moved to Gawler.
Trainers and industry participants are reminded that Arsenic is a prohibited substance under the Australian Rules of Racing, above a threshold level of 0.30 milligrams per litre in urine. Australian Rule of Racing – AR178(C). (1) states “The following prohibited substances when present at or below the concentrations respectively set out are excepted from the provisions of AR.178B and AR.178H: ‐ (b) Arsenic at a mass concentration of 0.30 milligrams per litre in urine”.
Arsenic is a chemical element which occurs in many minerals and trace amounts may be present commonly in feeds and in groundwater in the environment.
Thoroughbred Racing SA Limited (TRSA) provides notice that a recent study, in Australia, concluded that it is possible that Arsenic levels in horse urine may be elevated following the ingestion by a horse of Chromated Copper Arsenate (CCA) treated pine timber.
Consequently, TRSA considers it would be prudent for trainers and industry participants to conduct an environmental audit of their facilities to ensure they eliminate access of the racehorses in their care to CCA treated pine timber products, or any other product that may present a similar risk.
TRSA Stewards recently concluded several inquiries into matters relating to the presentation of horses by trainers with Arsenic levels above the threshold. In those matters a conviction without penalty was recorded and the horses concerned were disqualified. TRSA provide notice to trainers and industry participants, that future action taken by TRSA Stewards, in matters relating to the presentation of horses with Arsenic levels which exceed the threshold, may result in penalties being imposed, regardless of any evidence relating to ingestion of CCA treated timber products or any other source.
In addition, TRSA reminds all trainers and industry participants that some registered veterinary products contain Arsenic‐based compounds, some of these include:
Arcyl Solution for Injection, Ferrocyl injection, Troy Invigorate Injection & Jurocyl Injection.
Trainers are therefore reminded to avoid using these preparations close to racing and a useful guideline is not to administer these preparations following a single dose within a 5 clear day period before racing. Multiple administrations will prolong this period, so extreme caution must be exercised if administering them on consecutive days. The administration of any of these preparations must be recorded as treatment according to the provisions of AR.178F. It is recommended that veterinary advice be sought before any of the preparations above and/or any other preparations/products containing Arsenic are administered.
Following consultation with the Limestone Coast Thoroughbred Racing Clubs TRSA advise the following changes to the 2017/18 Racing program to accommodate the redevelopment of the Mt Gambier track.
