Racing SA Stewards provide notice of the following official directions applicable to all racing participants;
1. The practice of leading two or more riderless horses at the same time (Official Direction 01/2021)
“The practice of a person leading two or more riderless horses at the same time at any racecourse, recognised training track, private training establishment, or any other place, in South Australia, is prohibited at all times”.
2. Riding on, or across Public Roads (Official Direction 02/2021)
“The practice of a horse being ridden on/or across a public road, regardless whether for the purpose of accessing or leaving, any racecourse, recognised training track, private training establishment, or any other place, in South Australia, is prohibited at all times”.
3. Use of a mobile phone/other electronic device (Official Direction 03/2021)
“The use of a mobile phone or any other portable communication and/or entertainment device while mounted, riding, leading or swimming a horse at any racecourse, recognised training track, private training establishment, or any other place, in South Australia, is prohibited at all times”. For the sake of clarity; in this direction – “use” will include “the act of holding any mobile phone or any other device”.
4. Smoking while handling/mounted on a horse (Official Direction 04/2021)
“Smoking while mounted, riding, leading or swimming a horse at any racecourse, recognised training track, private training establishment, or any other place, in South Australia, is prohibited at all times”.
5. Training Facility Regulations and Conditions (Official Direction 05/2021)
“All persons attending and/or using a racecourse, recognised training track, private training establishment, or any other place used in connection with thoroughbred training and/or racing, must, at all times, comply with all regulations and/or conditions applicable at the relevant racecourse, training track, training establishment, or any other place as the case may be”.
Effective date and general comment
These directions (01/2021 to 05/2021) will be effective – Monday 01 March 2021. Racing SA Stewards further provide notice that any person who breaches any of these directions will be subject to a penalty. It should also be noted that nothing in this notice derogates from the powers of Stewards to either suspend or disqualify any person who breaches any of these directions.
Note: Australian Rules of Racing, AR232(b) states “A person must not fail or refuse to comply with an order, direction or requirement of the Stewards or an official”, and AR16(b)(ii) states “Without limiting any other PRA powers, a PRA has the following powers in relation to disciplining and/or penalising a person: to penalise any person who disobeys any reasonable direction of any official”.
